Regular ILP checking continues

ITANAGAR, Apr 29: Papum Pare SP Mari Riba today informed that police personnel have been deployed at two stations -- Gumto and Naharlagun, to check law and order in the railway premises as well as to check the ILP of the outside passengers. This regular exercise is being done at both the stations since the inception of Railway service in the state on April 7 last, the SP said.

Daily checking is being done and those found without the ILP are pushed back in the same train, the SP added.

 

Revenue collection exceeds target

ITANAGAR, Apr 29: Miao station of Arunachal Pradesh State Transport Services has achieved highest revenue collection during the 2013-14 fiscal year. The revenue exceeded the target by 111 percent at Rs. l,51,78,784, informed the station superintendent N Songthing.

The station superintendent credited the hard working and sincere staff of the STS station for the record revenue collection despite of the fact that almost all the buses have crossed their standard life.

 

Maj Gen Dadu new ADG of NCC directorate

ITANAGAR, Apr 29: Maj Gen US Dadu of the Corps of Engineers has taken over as the Additional Director General (ADG) of National Cadet Corps Directorate, North Eastern Region (NER) at Shillong recently.

The Gen officer has been posted from the College of Military Engineering, Pune where he was the Dean and Deputy Commandant of the College and has held many prestigious appointments during his illustrious career. The ADG has succeeded Maj Gen R K Sharma who has been posted as Commandant Officers Training Academy, Kamptee. While taking over the charge, the ADG exhorted the officers, staff, soldiers, civilians, teachers and students in NCC in North East Region to strive for excellence towards the achievement of overall NCC goals.

He expressed his gratitude to the State Governments of Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland and Tripura for the support and assistance to the premiere youth organization of the country. Also the ADG has expressed his appreciation in particular to the energetic youth of the North East for their whole-hearted response and commitment towards NCC activities in the region.

 

Livestock vaccination prog

ITANAGAR, Apr 29: The department of animal husbandry and veterinary will conduct pre- monsoon routine mass vaccination programme of livestock (Mithuns and cattles) against FMD/HS/BQ within the jurisdiction of Itanagar and nearby villages w.e.f  May 5 next.  In a release, it further urged all the livestock owners to keep their animals ready for vaccination in their respective colonies and villages. The vaccination programme will begin from Donyi Polo area, Nyokum Lapang and P-sector and will conclude at Ganga Market and Simi village on May 13 next.

 

Training  for women on  labour laws held

ITANAGAR, Apr 29: A score of women were benefitted from the tree days training on labour laws under gender budgeting conducted by Karsingsa Women Multi-Purpose Cooperative Society recently at Karsingsa. Councillor Ward 25 Kipa Takum, advocates Tadar Nanang, R.K Patel attended the programme as chief guest and resource persons respectively.

 

DPR violation alleged

ITANAGAR, Apr 29: Sawa Area Road Development Committee today alleged that ongoing earth cutting of K/Pao road under PMGSY in Sawa circle of East Kameng has violated the guidelines according to detail project report (DPR). Committee claimed that as per DPR, the road should have started from 64 KM point of Chayang Tajo road but it started from somewhere. In its representation submitted to the Superintendent Engineer Rural Work Department, the committee demanded the road project to be halted.

 

Khandu remembered

ITANAGAR, Apr 29: Chief Minister Nabam Tuki paid homage and rich tributes to former Chief Minister late Dorjee Khandu on the eve of his third death anniversary.

In a message to Late Khandu’s eldest son and former minister Pema Khandu, Tuki asserted that Late Khandu will always be remembered by the people for his strength of character, generosity, vision and kindness.

“The story of his life continues to inspire and remind us of his invaluable contribution towards the state during his long innings in public life. He spearheaded the state towards progress and development as the Chief Minister,” Tuki said in the message.

At the personal level Tuki remembered the times when they worked together to strengthen the socio-economic and political fabric of the state.

“His love for the state preceded any of his personal concerns and it was this aspect of his personality that endeared him to all of his Cabinet colleagues. He believed in the ideals of our Congress Party and practiced them in true spirit till the very end,” Tuki added.

He further expressed his firm belief that in the times ahead, the Congress party will be able to preserve Late Khandu’s legacy in the larger interest of Arunachal Pradesh. Tuki meanwhile prayed for eternal peace of the departed leader.

 

ATYA demands arrest of person responsible for fire incident

ITANAGAR, Apr 29: The All Topo Youth Association (ATYA) has expressed concern over the recent incident of fire wherein the house of INC candidate of Dumporijo constituency Takar Marde was burnt to ashes.

In a release, it said, the accident occurred adjacent to the police station with only 3 metres distance and when curfew was declared in the area owing to the polling.

Alleging that the burning down was handy work of some persons, it urged the concerned authority to arrest the persons responsible before May 28 next.

Also seeking immediate establishment of a fire service substation at Dumporijo, it further warned of a democratic movement if the demands are not fulfilled.

 

TPPF seeks fresh poll in four polling stations

ITANAGAR, Apr 29: The Tali- Pipsorang Peoples’ Forum (TPPF) has given one week ultimatum to the chief electoral officer (CEO) seeking fresh poll in the four polling stations under 20- Tali (ST) Assembly Constituency of Kurung Kurung district.

It has alleged anomaly by the INC candidate and his goons in 15-Richik, 2- Ruhi, 6-Giba and 21- Ha polling stations of the constituency. Repolling was conducted in 6-Giba, 15-Richik along with 1-Tali HQ, 3-Gimba, 7-Roing, 8-Dotte, 10 Yorda, 19-Raha of the constituency on April 19 last.

The election commissioner failed to include and conduct repoll for 2-Ruhi and 21-Ha polling station due to the laxity of the observer, RO and district electoral officer, Kurung Kumey in not taking up the matter seriously, it said in its ultimatum served to the CEO today.

On the day of repolling, polling for 6-Giba Polling Station was not conducted at Nyomi ME School Building but was held at Choki village under Gangte Tarak Langdi Circle which falls under 18-Palin Assembly Constituency, the letter read.

Around 8-9 INC party supporters casted the entire vote in favour of NCP (115) and INC (277), the letter further alleged.

MoEF directives for forest clearance create hurdle for small tea growers

RUKSIN, Apr 29: The Union government’s forest conservation policy has become one of the major barriers in promotion of tea cultivation activities in Arunachal Pradesh. The unfavorable forest policy has deprived the small tea growers of the state of availing the various benefits provided under Tea Board.

Most of the commercial horticulturists of East Siang district have chalked out plan and set aside some plot of land for cultivation of tea and development of more tea based industry in the region as the tea  plantation in hilly terrains and foothills of  both East and West Siang districts  is expected to  be money spinner for the farmers after successful cultivation of rubber.

Hopefully, as many as 100 farmers in the district have grown small tea gardens and most of the gardens  begin to produce green tea leaves. The small tea  growers are regularly supplying quality tea leaves to Siang Tea Industries (P) Ltd, while plantation activities  are also reportedly under progress.

But, the bold initiatives being taken up by the marginal farmers are allegedly not appreciated by the governments. The small tea growers are disappointed with the fact that Forest Conservation Act, 1980 and Supreme Court ruling are creating hurdle in promotion of small tea garden.  Surprisingly the state government has  allegedly not taken any initiative to ease their sufferings, despite the growers’ union’s repeated move to mitigate their problems.

As per guideline framed by Tea Board, the tea growers (Small & Big) have to apply for registration and to produce proper land document, soil susceptibility certificate with No Objection Certificate (NOC) from the district administration for registration. In addition to these, the farmers have to produce Non-encumbrance certificate from the administration and due clearance from Ministry of Environment & Forest (MoEF).

According to the directives of the MoEF, the Tea Board would issue registration to the tea growers only after they obtain clarification ensuring that proposed area of cultivation does not violate Forest Conservation Act, 1980 or Supreme Court order, 1996.  The Apex Court's verdict appeared after the writ petition (C) N0- 202/1995 filed against massive deforestation in Tirap and Changlang districts.

The MoEF directive made it clear that for Arunachal Pradesh, mere NOC issued by government is not sufficient to have a registration of tea garden and the forest clearance is mandatory.

As per provisions of para-19 of the Tea Act, 1953, tea industry is under the control of Union Government and the state governments are not empowered to legislate on the subject. However, the state Govt may take its own initiative in order to  promote the tea growers of the state. The state government may formulate Tea Development Policy with an objective to keep all activities under the nodal department i.e. Industries & Commerce. Besides it, the state government may formulate policy for enumeration of tea growers with creation of data bank, matching green leaf generation with processing capacities and formation of Self Help Groups and Co-operative Societies for quality tea production in large quantity.

 

 

Use film as a medium for social uplift’

NAHARLAGUN, Apr 29: Chief Secretary Ramesh Negi today urged the young talented film director Sangey Dorjee Thongdok to use the medium of film to fight burning social issues including rising menace of drug addiction in the state. The Chief Secretary expressed this view while interacting with the director of the award winning film, ‘The Crossing Bridges’ in his office chamber today. IPR Secretary Dani Sulu, DIPR CM Longphong, Deputy Director IPR Obang Tayeng and former Parliamentary Secretary, PWD, T Norbu Thongdok were also present. Appreciating the rising film-maker for his creative skills and immense dedication, Negi expressed the view that fighting social menaces especially drug addiction necessitates mass awareness along with other administrative measures. He urged the Film director to give a serious thought on the issue and prepare a plan to the government for consideration. The director concurred with the advice and assured to co-operate on the subject.

Another issue of the hour-long interaction was urgent need of communal harmony and sense of unity among all tribes of the state. The CS said that to mitigate sense of separateness both within the state and outside, adequate education of people of all classes is required. He stressed on sharing positive ideas and thoughts by all right thinking people. According to him, lack of knowledge about people and culture of each other by citizens is the root cause of disunity and misunderstanding. He expressed hope that films as powerful medium can help bridge the gap to a large extent and help promote unity.

The CS while lauding the landmark achievement of the young film maker in an appreciation letter expressed the view  it would inspire all local film–makers in their endevours despite lack of adequate resources. DIPR

 

 

Clarion call to preserve & promote folk song and dance

4-day cultural extravaganza concludes

NAHARALAGUN, APR 29: The Hayang Memorial Agro Industrial and Education Trust (HAMARE) — a leading NGO from the state was proud to present its four-day cultural programme on traditional folk songs and dances of Arunachal Pradesh that started on Apr 26 last till yesterday at Hotel Tosum, Naharlagun amidst huge participation from different section of the society.

The program featured local, emerging, and young artists in a variety of solo as well as duet performance on folk genre of Arunachal Pradesh.

The spectacular cultural extravaganza was sponsored by Performing Art Section, Ministry of Culture, Government of India with an objective to encourage the young artist of the state to expose their latent talent and to promote, preserve and protect the rich cultural heritage of the state.       

“Different forms of folk songs and dances are dying out of practices while young generation are more attracted to different experimental forms of modern mixed music. Although folk formats are practiced to some extent, it is highly manipulated from its originality due to lack of deeper understanding to that genre. Hence, continuation of extinction is a concern for all of us”, exclaimed Jumya Siram, Joint Director, Dept of Art and Culture, GoAP who was the chief guest of the  programme.   

He stressed that to accelerate the movement of preservation, protection and promotion, one must understand the funding sources and its utilization that available in the Ministry of Culture, Government of India. Siram opined that collective concern on preserving ancestral customs and tradition will help us in realizing the value behind it. Preservation can be reiterated by utilizing the funds available in the concern departments of the government and therefore, awareness of all these funds is also as important as to preserve our ancestral practices, he said.  

Significantly, Siram also added that activities to revive our ancestral art and culture should be passed on to the rural folks to ensure their participation which will strengthen the movement in a more positive way.

Befitting the four-day extravaganza, a first ever seminar cum book fair for book promotional activities was also held on April 27, last which was sponsored by National Book Trust of India, Ministry of Human Resource Department, GoI, New Delhi. The book fair was organised to encourage book reading habit of the people of the state.

 

 

SUMA, NESO hold meet on ILP imbroglio

ITANAGAR, Apr 29: The Students’ Union Movement of Arunachal (SUMA) and team from North East Students’ Organization (NESO) yesterday held joint meeting with both Railway officials and Papum Pare DSP to find an immediate solution to the Inner Line Permit (ILP) imbroglio.

The meeting after a threadbare discussion, unanimously decided to submit a memorandum to the state’s caretaker government and Railway authority to explore mechanism how to check and monitor the influx of outsiders to the state without valid ILP.

It is worth mentioning here that SUMA members have been monitoring and checking ILP of the travelling passengers at Naharlagun Railway station constantly since April 25. So far, thousands of people, who travelled to the state by train without possessing ILP, were sent back.

Meanwhile, SUMA appealed to the people of the state, various NGOs, organizations to join hands and work together in this hour of crisis. Besides SUMA members the meeting was attended by NESO Coordinator Pritam Bai Sonam and APPSU AGS Techi Donyi.

 

 

Apatani couple publishes three books

ZIRO, Apr 29: Believe it or not, a 56-years-old couple, not so educationally qualified enough to become writer is publishing a series of books related to traditional and cultural practices of Apatani community. They are none other than Hage Tado, son of late Hage Buker and his wife Hage Naniya.

Born in the same year in 1958, Tado read upto class V in English medium whereas his wife Naniya read upto class II in Assamese medium. They are writing books, of course, in Apatani language using Roman script. Till today they have published three books called Lyambo Pe, Tapyu Rila and Niting Lentii. They jointly contribute materials and wrote these books.

Their first book ‘Lyambo Pe’ was published in 2004 which was edited in 2006 and 2012. Second and third books Tapyu Rila and Niting Lentii were released this year during Myoku celebration in March.

Hari Meder Nello (HMN) was first set up in 2000. “I was the founder secretary of it. In the beginning we faced lot of problem due to non availability of prayer verses in written form. I have discussed the matter with my husband. We have decided to compile some of the important oral prayers and hymns in written form. We started writing our first book ‘Lyambo Pe’ in 2001 and completed in 2004”, disclosed Naniya.

After successful publication of Lyambo Pe we started to work for Tapyu Rila and Niting Lentii. These books are documentation on formalities of Myoko festival and others like ‘Ude Painii, Mepin Hinii etc. which have been released this year. We will try our best to bring out more books of documentation in future, said Tado.

Those days, Apatani women used to wear variety of beads (tassang) in their neck but today hardly they wear any. At this rate, our culture and language is also dying. Our work on documentation will help in some extent towards preservation and protection of culture. We will continue to work in this line until God support us because we already attain 56, couple said.

They are also active social workers of Apatani community. They use to take part in many social activities towards upliftment, preservation of culture & religion.

 

 

Nari ADC empowered to function independently

RUKSIN, Apr 29: Much to the delight of rural people of Nari-Koyu area, the State Government has delegated power and functions to the Additional Deputy Commissioner (ADC), Nari for administrative convenience and effective functioning.

In pursuance of its notification No DAD-64/80 dated 22nd December, 2008; the ADC of Nari has been given the authority by the  state Government to exercise administrative power with Drawing and Disbursement (DDO) as head of office in the administrative sub-division. As such, the office with independent charges to the ADC will be functioning from the next month under the overall control and supervision of East Siang Deputy Commissioner.

The independent ADC has also been empowered to issue PRC, ST Certificate, Inner Line Permit, and Land Possession Certificate as well as recommend allotment of land as per the existing land laws.

Besides, the ADC has been given power to issue gun licence in respect of the sub-division for all non-prohibited arms, trading licence in the sub-division, perform all function pertaining to civil supply for entire sub-division, trial some cases. He will also deal with Govt. directly in respect of all regulatory, development and other allied matters of sub-division.

Nari circle office in East Siang district was set up in 1972, which was later upgraded to SDO in 1996 and finally ADC headquarter in 2009 along with up-gradation of Koyu circle to EAC headquarters.

The Nari sub-division under Nari assembly constituency with more than 7000 population comprises four blocks namely, Nari, Seren, Koyu and Kora. The larger portion of the area falls under Nari-Seren block.

This is indeed good news for the people of Nari sub-division as the people of the area now need not go to the distant district headquarters Pasighat for common and important official works.

The local people have expressed their joy over the recent development and thanked the Nabam Tuki led state government for fulfilling the long felt demands.

 

 

China to explore new ‘approaches’ for border peace with India

Beijing, Apr 29: China today said it is ready to explore new "ways and approaches" with India for peace at the borders as officials of the two countries held working mechanism border talks for the second day here today.

"We are ready to make joint efforts with the Indian side to explore ways and approaches to safeguard peace and tranquillity in the border areas," Foreign Ministry spokesman Qin Gang told a media briefing while replying to question about reported proposal by China for a code of conduct for the two armies to defuse tensions arising out from patrolling of the disputed areas.

"We will enhance our coordination, consultation and cooperation on border related affairs," Qin said.

An Indian delegation headed by Gautam Bambawale, Joint Secretary, East Asia of the Indian External Affairs Ministry held the sixth round of the Working Mechanism for Consultation and Coordination for the second day.

The mechanism which was formed in 2012 came in handy to deal with the crisis arising from Chinese troops' incursions at the Depsang valley in April last year near the Line of Actual Control (LAC) during which the People's Liberation Army (PLA) troops pitched their tents.

It was eventually resolved with the withdrawal of the Chinese contingent followed by the landmark Border Defence Cooperation Agreement (BDCA) signed during the visit of Prime Minister Manmohan Singh here last year.

China proposed a code conduct for the militaries in addition to the standard operating procedures outlined in the BDCA which reportedly figured in the current round of talks. There was no word yet from Indian officials on the outcome of the dialogue.

Qin said details of the talks would be released after they conclude tomorrow.

"Both China and India attach great importance to maintaining peace and tranquillity at the border areas," he said.

"Over recent years in accordance with the bilateral relations as well as the actual conditions at the border areas, we have taken positive steps in safeguarding tranquillity and peace in the border areas and we have reached series of agreements including the agreement on border defence cooperation," he said.

"All this has played a very important role in promoting our mutual trust as well as stability in border areas," he said.

A visit by Chinese Defence Minister Cheng? Wanquang to India has been planned later this year while the two countries have also planned their annual military exercises in India.

Leporiang to Sango link road will be boon for the people

Dear Editor,

Through your daily esteemed daily, I on behalf of the people of Leporaing Circle would like to place my view regarding proposed Leporiang to Sango link road which has been sanctioned under PMGSY scheme to the tune of Rs. 14 crore. This project is a gift to the entire people of area by Nabam Tuki, after serving for 25 year as MLA, cabinet minister and now Chief Minister.  The innocent people of the circle have praised the act and accepted this developmental gift.

The farmers and civil society of area believes that road connectivity is a major initiative to connect remote villages like ours and hopefully it will minimize the inconvenience.

I would like to request the concern executing agency (i.e., R.W.D) Poma Division to keep close watch over progress of work. And further, I would also like to appeal All Leporiang Youth Welfare Association (ALWYA) to check the progress of project, so that the funds are properly utilized for the optimum result. The successful accomplishment of project will be boon for the future development in the area.

I would like to give huge thanks to torch bearer of the state like ANSU, SUMA,  CYO, APPDSU for their efforts to save us from sharing same fate like that of Tripura.ILP Should be checked at every district just like checking of vehicles is done by traffic police. To all the readers of this esteemed daily, just think for a while, what will happen after few years if influx of illegal immigrant is not checked. Your own son and daughter will be forced to live like a refugee in this very land which you now proudly call my land. Is this what you want for your child?

Lastly a prayer to the Tiger of the state, Nyishi Elite Society, to look into this serious problem.

Now or never

Dear editor,

Through the column of your esteemed daily I would like to appreciate SUMA for their endeavour of deporting illegal immigrants from this "abode of peace".

I think it is a very ingenious initiative, wherein a student's union can give a helping hand to Govt. machineries for the betterment of state as a whole.

These people(who visit the state with ill intention, without proper documents, even after he is aware of) thinks they are the most clever people alive on this earth, they can come, exploit the opportunities, commit crime at their will and can easily get away. They still live with absurd notion that they can easily dupe innocent Arunachalee people.

My dear peace loving citizens of this pristine state, we Arunachalee are not development phobia as some of our mainland counterparts say. We are aware of the fact that development comes with a price. But development should not be at the expense of well being of the indigenous "Aam Aadmi" of the state. Both should be in tandem. Already, we are paying the price for being compassionate towards some group of refugees, but now it's enough, we are not in a position to add some more loads to our already existing problems. We have already crossed elastic limit, and now we are near plastic limit.

Now, with the introduction of railway, time has come for us to be vigilant and to act, or if we choose to follow our usual "Baadh Mei Dekh Lega" attitude, then alas!!! It will be too late. By then we will be foreigner in our own land. So, it's "Now Or Never".

Last but not the least, "To those who visit our state with good intention, we will embrace you with open arm". But "To those who are very confident of their cunningness, you better be aware!! We will get you, we have arranged a very spacious accommodation for you people in a prison of our state"...So, choice is yours.

I would like to request our Govt., SUMA, and all other organizations to keep alive this crusade against illegal invaders.

Worrying time ahead

Dear Editor,

This is in response to letter published on dated 28th April 2014 under the headline, "Adopt proper ILP system before introducing railway" by APITU (Arunachal Pradesh Indigenous Tribe's Union).  I too as a responsible and sensitive Arunachalee would like to extend support to APITU for highlighting the need of introducing proper ILP system at Naharlagun train station. People who enter state without proper document can easily be engaged in criminal activities as no proper record will be available. So, it is really matter of great concern as it may affect peace, prosperity, growth and safety of our state. Our people may become easy prey of cheats and criminals as our local people are innocent and very straight forward. Appropriate mechanism should be evolved so that no outsider would dare to come to our state without proper document. Otherwise that day would not be very far when television crew of crime based programme like "Crime Patrol" of Sony TV, would rush towards our place for criminal stories.

Arunachal witnessing sudden climatic change

 

Stanford scientists have warned of significant changes in the patterns of extreme wet and dry events during monsoon that are increasing the risk of drought and flood in central India. Studies by researchers, including two Indian-origin scientists, show that the intensity of extremely wet spells and the number of extremely dry spells during the South Asian monsoon season have both been increasing in recent decades. The study has set alarm bell ringing among environmentalists, who were already worried about sudden climatic change being witnessed in many region of India.

Arunachal Pradesh is one the few states who has been severely affected by climatic change. The continous felling of trees for jhum cultivation and now construction of Trans-AP highway, major hydro power project and expansion of urban towns are severely affecting forest cover. Once upon a time during the month of September itself citizens use to start wearing warm clothes in capital Itanagar. However off late it has been noticed that even during peak winter, day temperature hover around 22 degree and never dips below it. On the otherhand, Itanagar witnesses extreme heat during summer which is new phenomena. Winters are getting warmer and summer hotter. Citizens should not depend on government only and contribute their bit to save the environment before its too late.
